Job Description

Operational Technical Services (OTS) is a fast-growing private water and wastewater utility staffing provider. We provide certified water treatment, distribution, wastewater treatment, collections, engineering, laboratory, water quality, maintenance, and training professionals to municipalities, special districts, and private utilities nationwide. TITLE: Engineer, Senior

SALARY: Engineer (PE) $85,421 - $106,777/yr | Sr. Engineer (PE) $103,830 - $129,788/yr

SCHEDULE: Flexible hours Monday – Friday, 6:00 am – 6:00 pm

LOCATION: Collin County

DUTIES:

Under general supervision, the Engineer, Senior manages daily operational activities in Public Works CIP or Development programs. This is an advanced journey-level role requiring initiative, resourcefulness, and the ability to plan and execute objectives within established policy.

Essential Functions:

  • Review engineering plans with other departments.
  • Provide recommendations on detail/specification revisions, policy, and project management.
  • Coordinate plan review and project management; schedule and assign work.
  • Develop, implement, and monitor professional services and construction contracts.
  • Verify completed work and approve associated payments.
  • Negotiate with contractors and review change orders.
  • Respond to technical inquiries from inspectors, engineers, developers, and contractors.
  • Prepare council agenda items, ordinances, resolutions, and construction contracts.
  • Lead staff engineers on plan review and ensure conformance with City standards.
  • Design CIP projects and serve as Project Engineer for complex projects.
  • Address citizen inquiries and provide project updates.

Department-Specific Duties:

  • Engineering: Advise on stormwater permitting, design, construction issues; prepare TCEQ reports; represent Council stormwater committee.
  • Streets CIP: Manage street condition-scoring program, consultants, and contractors; review engineering plans; provide input on prioritization; conduct public and council presentations.
  • Water/Wastewater: Manage studies, assessments, and facility construction projects; oversee operations programs; coordinate with adjacent cities and water suppliers.

Typical Decisions:

Review engineering plans for compliance, coordinate with existing/proposed developments, ensure cost-effectiveness, and resolve construction issues.

Minimum Qualifications:

  • Knowledge: Civil engineering, construction practices, engineering department functions, stormwater/environmental regulations.
  • Skills: Effective communication, project management, independent work, and relationship-building.
  • Education: Bachelor’s in Civil Engineering or related field; Professional Engineer License required (Texas PE within 6 months if not already licensed).
  • Experience: Minimum 5 years post-PE experience reviewing/designing civil plans and consulting on municipal requirements.

Licenses & Certifications:

  • Licensed Professional Engineer (Texas registration within 6 months of hire).
  • Surveyor registration desirable.
  • Texas Class C driver’s license within 30 days of hire.

Conditions of Employment:

Must pass drug test, driver license, criminal, and social security checks; periodic CJIS checks if accessing Police buildings.

Physical Demands & Working Conditions:

Mobility for fieldwork, light to medium physical work, lift/carry up to 20 lbs, exposure to noise, weather, heights, mechanical/electrical hazards, and hazardous substances. Public Works employees may work extended hours, holidays, and weekends.

Mandatory Requirements:

  • Durable utility pants and safety shoes required.
  • Pass background check and drug screening.
  • Must be legally authorized to work in the U.S.
